This calculator estimates the one-year base municipal fees for renewing a Saudi commercial activity license. The verified base calculation is the same three-component model used in the tested renewal baseline, while previous years, late penalties and other variable items remain outside this estimate.

How it works

Choose the municipal classification from 1 to 5, enter the licensed commercial area in square metres, then specify whether the verified municipal waste-fee exemption applies. The calculator applies the official area tranches cumulatively rather than charging the entire area at the final tranche rate.

The formula

Base municipal total = progressive commercial activity fee under table 6-4 + SAR 20 inspection fee + progressive commercial waste fee under table 15-3. When the applicable waste-fee exemption is selected, the commercial waste component becomes zero.

Municipal classification determines the rate column. Licensed area determines how much area falls into each progressive tranche: up to 5,000 m², 5,001–10,000 m², 10,001–20,000 m², 20,001–30,000 m² and above 30,000 m². The waste-exemption choice only affects the municipal commercial-waste component.

Worked example

For classification 1 and 100 m², the verified live baseline is SAR 600 for the commercial activity, SAR 20 for inspection and SAR 350 for commercial waste, giving SAR 970. If the verified waste-fee exemption applies, the same example becomes SAR 620.

Frequently asked questions

Is this the final Balady invoice?

No. It is a base municipal-fee estimate. The final invoice can include boards or signs, additional activities, previous years, late penalties, safety-related amounts or other activity-specific charges.

Are the area brackets progressive?

Yes. Each portion of the area is charged at the rate of its applicable tranche. He-Sab does not multiply the full area by the last reached tranche.

When can the commercial waste fee become zero?

Only when the relevant municipal waste collection exemption or cleaning arrangement actually applies to the license. The official Balady request remains the authority for applicability.

Why do issuance and renewal show the same basic formula?

The live one-year baseline verified for both procedures returned the same activity, inspection and commercial-waste components. Renewal can still have additional historical or penalty items outside this base model.

Are signboard fees included?

No. Signboard and advertising fees are not included in this base calculator because they depend on additional request details.

How do I know my municipal classification?

Use the classification applicable to the municipality or sub-municipality of the licensed location and confirm it through Balady or the competent municipality before relying on the estimate.
